Federal Mine Safety and Health Review Commission (FMSHRC)
Vision: It is our hope that in fulfilling its responsibilities under the Act, the Commission will provide just and expeditious resolution of disputes, and will develop a uniform and comprehensive interpretation of the law. Such actions will provide guidance to the Secretary in enforcing the Act and to the mining industry and miners in appreciating their responsibilities under the law.
Mission: The Federal Mine Safety and Health Review Commission ("Commission") is an independent adjudicatory agency charged with resolving disputes arising from the enforcement of occupational safety and health standards in the nation’s mines. Under its enabling statute, the Federal Mine Safety and Health Act of 1977 ("Mine Act"), as amended, the Commission does not regulate the mining industry, nor does it enforce the Mine Act; those functions are delegated to the Secretary of Labor acting through the Mine Safety and Health Administration (MSHA). The Commission’s mission is to provide just, speedy, and articulate adjudication of proceedings authorized under the Mine Act, thereby enhancing compliance with the Act and contributing to the improved health and safety of the nation’s miners.

United States Holocaust Memorial Museum (USHMM)
Mission: The United States Holocaust Memorial Museum is America’s national institution for the documentation, study, and interpretation of Holocaust history, and serves as this country’s memorial to the millions of people murdered during the Holocaust. The Holocaust was the state-sponsored, systematic persecution and annihilation of European Jewry by Nazi Germany and its collaborators between 1933 and 1945. Jews were the primary victims—six million were murdered; Gypsies, the handicapped, and Poles were also targeted for destruction or decimation for racial, ethnic, or national reasons. Millions more, including homosexuals, Jehovah’s Witnesses, Soviet prisoners of war, and political dissidents, also suffered grievous oppression and death under Nazi tyranny. The Museum’s primary mission is to advance and disseminate knowledge about this unprecedented tragedy; to preserve the memory of those who suffered; and to encourage its visitors to reflect upon the moral and spiritual questions raised by the events of the Holocaust as well as their own responsibilities as citizens of a democracy. Chartered by a unanimous Act of Congress in 1980 and located adjacent to the National Mall in Washington, D.C., the Museum strives to broaden public understanding of the history of the Holocaust through multifaceted programs: exhibitions; research and publication; collecting and preserving material evidence, art, and artifacts related to the Holocaust; annual Holocaust commemorations known as Days of Remembrance; distribution of educational materials and teacher resources; and a variety of public programming designed to enhance understanding of the Holocaust and related issues, including those of contemporary significance.

U.S. International Trade Commission (USITC)
Vision: The role of international trade in the U.S. economy has expanded and, thus, the work of the Commission has had a broader impact on manyaspects of the U.S. economy. In light of this expanded role, theCommission recognizes the importance of striving for excellence in allaspects of its mission. It is dedicated to objectivity, timeliness, andcontinual improvement in support of its customers. As an independent, quasi-judicial federal agency, the Commission isuniquely placed to administer important U.S. trade laws in a fair andimpartial manner. The Commission is committed to the objectiveadministration of the laws under its authority and is dedicated toimproving the clarity and analytical and legal excellence of its decisions.Likewise, the Commission’s independent structure places it in a positionto provide objective analysis and information to the President, USTR, Congress, and the general public. The Commission is committed toserving as the key federal resource for analysis of international tradematters through its industry, economic, nomenclature, and regionalexpertise. The Commission anticipates that the need for this expertisewill expand; thus, it envisions enhancing its ability to assess a wide rangeof emerging trade issues.
Mission: The mission of the U.S. International Trade Commission (Commission) isto: (1) administer U.S. trade remedy laws within its mandate in a fair andobjective manner; (2) provide the President, the United States TradeRepresentative (USTR), and Congress with independent, qualityanalysis, information, and support on matters of tariffs and internationaltrade and competitiveness; and (3) maintain the Harmonized TariffSchedule of the United States. In so doing, the Commission serves the public by implementing U.S. lawand contributing to the development of sound and informed U.S. tradepolicy.

National Council on Disability

National Council on Disability (NCD)
Vision: The United States of America will be a stronger country when its 54 million citizens with disabilities are fully integrated into all aspects of American life. The United States has made significant progress in recent years in furthering opportunities for education, employment and independent living for people with disabilities through a broad range of programs that protect the rights of individuals with disabilities from discrimination in education, employment, housing and transportation. Yet significant barriers to achieving the goals of independence, inclusion and empowerment for all persons with disabilities still remain. Conflicting, poorly designed or outdated government programs and policies combine with service gaps and continued negative attitudes toward people with disabilities to marginalize the 54 million Americans with disabilities. The effects of these barriers on both people with disabilities and society are enormous. Physical and spiritual isolation rob individuals of energy, creativity and productivity. Society loses by not enjoying the benefits of their talents and by incurring large costs to support them.Through collaboration with its stakeholders, the National Council on Disability (NCD) will pursue a focused agenda that will promote government programs and policies in support of full inclusion of all people with disabilities into the educational, economic and social fabric of the American community. NCD will use the expertise of its diverse membership and well-trained and well-managed staff to identify barriers to inclusion and independence and to develop solutions. NCD will listen to people with disabilities across the country to identify emerging issues that need a response. As the only agency in the Federal Government that addresses the issues of all people with disabilities, regardless of type or severity, NCD will be aggressive and resolute until the day arrives when people with disabilities in every corner of the land no longer are distinguished by a disability label, but are known as students, workers, parents, neighbors and friends.
Mission: To promote the full inclusion, independent living and economic self-sufficiency of people with disabilities of all ages and backgrounds by providing advice, analysis, and recommendations on disability policy to the President, Congress, and other federal entities.
Mission: The National Labor Relations Board (NLRB) is an independent administrative federalagency created by Congress in 1935 to administer and enforce the National LaborRelations Act (NLRA), which is the primary federal statute governing labor relations inthe private sector. The Act embodies a bill of rights, which establishes freedom ofassociation for the purposes of participating in the practice and procedure of collectivebargaining. It defines and protects the rights of employees, unions and employers, andseeks to eliminate certain unfair labor practices on the part of employers and unions soas to promote commerce and strengthen the Nation's economy. Under the Act, theNLRB has two primary functions: (1) to conduct secret-ballot elections amongemployees to determine whether the employees wish to be represented by a union; and(2) to prevent and remedy statutorily defined unfair labor practices by employers andunions. The mission of the Agency is to carry out these statutory responsibilities asefficiently as possible, in a manner that gives full effect to the rights afforded to allparties under the Act.

Our overall mission and responsibilities as a Federal agency will remain unchanged, even though our organization may be smaller in terms of staff and budget resources.
Selective Service System

Selective Service System (SSS)
Vision: The SSS will be an active partner in the national preparedness communitythat anticipates and responds to the changing needs of the Nation.
Mission: The foremost statutory mission of SSS is to be prepared to provide trainedand untrained personnel to the DoD in the event of a national emergency. This includes being prepared to classify registrants during mobilization, andto administer an Alternative Service Program (ASP) for those who seekand are granted conscientious objector status.Although only one part ofour mission is publicly visible in peacetime (registration), our peacetimepreparedness to perform many aspects of our mission greatly increasestimeliness, fairness, and equity in the event of an actual mobilization, ifso ordered by the President and Congress. This entails maintaining aclassification structure capable of immediate operation in the event ofa national emergency, including personnel adequate to re-institute thefull operation of the System. As the Agency remains prepared to performits traditional missions, it recognizes that it may be called upon to performadditional duties. Thus our systems are designed to flexibly accommodatepotential future preparedness requirements. The Agency also possesses several unique capabilities, which have been refined over the years. Forexample, it possesses a registrant database of America’s young menages 18 through 25; it manages civilian volunteers (board members); it hasdeveloped programs of alternative community-based service (for menclassified as conscientious objectors); and has experience in conducting afair and equitable classification procedure to determine who should servewhennot all can serve. If called upon by the President and Congress, thesecapabilities can be put to wider use. Using the SSS as a time-proven andreliable asset for marshaling human resources, the Nation would not haveto “reinvent the wheel.”

U.S. Institute of Peace

United States Institute of Peace (USIP)
Vision: Peacebuilding: A Global Imperative -- It is essential that the United States, working with the international community, play an active part in preventing, managing, and resolving conflicts. Fragile states, ethnic and religious strife, extremism, competition for scarce resources and the proliferation of weapons of mass destruction all pose significant challenges to peace. The resulting suffering and destabilization of societies make effective forms of managing conflict imperative. The United States Institute of Peace (USIP) is dedicated to meeting this imperative in new and innovative ways.
Mission: The United States Institute of Peace is an independent, nonpartisan, national institution established and funded by Congress.
